Banners made for Occupy San Francisco measuring 16' x 4'.
They were made by duct-taping two 8' x 4' cardboard panels together and painting them white. Messages were traced using an overhead projector and filled in with black paint and a 1" foam brush. The whole process took about 90 minutes and cost less than a dollar.

I'm unemployed (disabled, but ambulatory) and in the bay area... got a primer on doing this? I have time to kill and overpasses nearby.
Cardboard painted white, lettering traced via overhead projector and filled in with black paint. (Print out messages with computer on transparencies.) Attach to fencing (the Inside of the fencing) with bungee cords and a little duct tape. More info at
